HYBRID state-administered system. Alaska State Fire Marshal (DPS) administers commercial building codes statewide (IBC 2021, IFC 2021, IMC 2021, IFGC 2021, IEBC 2021 effective Oct 28, 2022). Department of Labor administers plumbing (UPC 2018), electrical (NEC 2020), mechanical codes statewide. CRITICAL: IRC is NOT adopted statewide - applies ONLY to projects financed through Alaska Housing Finance Corporation (AHFC) or in deferred jurisdictions that locally adopted IRC. One- and two-family dwellings exempted from IBC per 13 AAC 50.020. AHFC Building Energy Efficiency Standard (BEES) based on IECC 2018 with AK amendments requires 5-star rating and 4 ACH50 max for financed residential. 19 organized boroughs + 11 census areas (Unorganized Borough) = 30 county-equivalents. Unorganized Borough (~54% of land area) has NO local government and NO mandatory residential codes. Climate Zones 6 (SE coast), 7 (Anchorage/Southcentral), 8 (Interior/Western), 9 (North Slope only). Extreme seismic (SDC D-F most areas), snow loads 40-160+ psf, permafrost in interior/north. Deferred jurisdictions: Anchorage, Juneau, Fairbanks, Sitka, Kodiak, Kenai Peninsula (partial), Mat-Su (partial).
