Individual municipalities and counties choose whether to adopt codes. Kansas State Fire Marshal has limited jurisdiction (state buildings, schools, healthcare) - does NOT enforce residential building codes statewide. Substantial portions of rural Kansas have no adopted building code. Kansas City metro (Johnson County) and Wichita generally have comprehensive codes. Climate Zones 4A (south) and 5A (north/central). Tornado Alley: 90+ tornadoes/year. High hail risk. Expansive clay soils in eastern KS. Frost depth 24-42 inches.
