HYBRID ADOPTION MODEL. Nebraska Legislature creates state building code (§71-6403) consisting of 2018 editions of IBC, IRC, IEBC, and UPC, effective August 28, 2021. Local jurisdictions must adopt either the state building code or a code that "conforms generally" with the state code within two years of state updates—otherwise state code automatically applies EXCEPT for farm construction. IRC Section R313 (residential sprinklers) is EXCLUDED from state code. State has 93 counties entirely within Climate Zone 5A (Cold-Humid). CRITICAL STATEWIDE REQUIREMENTS: (1) Radon Resistant New Construction (RRNC) per §76-3504 effective September 1, 2019—passive radon mitigation required in all new construction; (2) Ice barrier per IRC R905.1.2 required at eaves (24" inside wall line); (3) Energy code 2018 IECC enforced by NDEE. Fire codes are NFPA-based (NFPA 1 Fire Code 2012, NFPA 101 Life Safety Code 2012 with NE amendments). Electrical code is NEC 2023 (effective August 1, 2024). Nebraska is high-tornado-risk area; storm shelters follow FEMA P-361 (130-250 mph design). No statewide contractor licensing.
