South Dakota operates under a hybrid municipal adoption model with 66 counties. The state provides a default standard (2006 IBC per SDCL 11-10-6) for commercial construction in jurisdictions without local codes, but residential construction (1-2 family dwellings, mobile/manufactured homes, townhouses, farmsteads) is explicitly EXEMPT from this default requirement. Major municipalities including Sioux Falls, Rapid City, Aberdeen, Brookings, Watertown, Mitchell, Yankton, and Pierre have adopted 2018 or 2021 ICC codes with local amendments. The 2009 IECC is adopted as a VOLUNTARY residential energy standard statewide per SDCL 11-10-7 (effective July 1, 2011), with mandatory energy efficiency disclosure requirements for new residential sales. Climate zones are predominantly 5A (Cold-Humid) and 6A (Cold-Humid), with western counties in 5B/6B (Cold-Dry). Ice barrier requirements apply statewide due to cold climate (IRC R905.1.2). Ground snow loads range from 30-50 psf. Electrical work is regulated statewide by the SD Electrical Commission (2023 NEC effective November 12, 2024). Plumbing is regulated statewide by the SD Plumbing Commission (2024 UPC effective October 28, 2025 provisional). Fire and mechanical codes (2015 IFC/IMC) are administered by the State Fire Marshal. The Black Hills region (Pennington, Lawrence, Meade, Custer counties) has Wildland-Urban Interface considerations. FEMA flood zones exist along the Missouri River and major tributaries. Local jurisdiction verification is CRITICAL - code adoption varies significantly by municipality.
